|
The Regional Steering Committee (RSC) consists of the Chief Executives
of the NARS and the Convening Center, has been established to
promote integration of national and regional efforts. The RSC
may invite resource persons to participate at their meetings if
required. |

| The
RSC has the following key responsibilities: |
| . |
-
Provide
policy guidance and direction for the overall Initiative.
-
Select
the Facilitator and commission an international research
agency which would be responsible for providing the logistical
support for the Facilitation Unit and the administration
of funds provided for supporting the Initiative.
-
Endorse
research priorities, work programs, and budgets for the
collaborative work as prepared by the RTCC.
-
Monitor
the effectiveness of the Initiative in achieving its goal
of improving the cost-effectiveness of the research effort
to develop technologies for enhancing the sustainable production
of Rice-Wheat based cropping systems in the Indo-Gangetic
region.
-
The
RSC meets once in a year under the Chairmanship of the host
country for each meeting. The Chairman retains this responsibility
until the appointment of the next Chairman at the subsequent
meeting of the RSC.

| Regional
Technical Coordination Committee (RTCC) |
| The
Regional Technical Coordination Committee (RTCC) consists of one
senior representative (Coordinator) from each of the four NARS,
one representative each of IRRI, CIMMYT, IIMI, ICRISAT, CIP, and
Cornell University staff assigned to Rice-Wheat activities in
the region and the Facilitator. The RTCC may invite other resource
persons to participate. The RTCC has the following main responsibilities: |
-
Review
and discuss the national agricultural research programs,
their deficiencies and constraints as presented by the national
conveners.
-
Develop
collaborative programs in research and related activities
to strengthen the cost-effectiveness of the research effort.
-
Prepare
and approve, subject to endorsement by the RSC, the work
plan and budget for collaborative activities in areas such
as research, training, and workshops.
-
Develop
ways to strengthen and promote linkages between national
programs and ensure the integration of collaborative activities
among the national programs.
-
Serve
as a forum for exchange of information between the key participants
in the Initiative, and seek ways to facilitate the exchange
of know-how and research results across the region, and
-
Identify
and bring to the attention of the RSC issues relating to
the collaboration that may arise from time to time, and
provide feedback to the RSC on the effectiveness of the
ongoing work.

| Facilitation
Unit |
| The
Facilitation Unit (FU) acts as the nodal point of the Consortium.
FU is located in the India Office of CIMMYT (Convening Center)
and is headed by an internationally recruited scientist and is
assisted by a small group of support staff. The FU performs the
coordination activities of the Consortium and the broad functions
are: |
-
Act
as the communication node among the participating institutions
-
Organize
the Technical and Steering Committee meetings of the Consortium
-
Publish
the newsletter and Consortium Paper Series of publications
-
Plan
and organize technical workshops, conferences, and training
programs in the region
-
Procure
and distribute equipments, lab supplies, etc. to the national
systems using project funds
-
Design,
develop, and maintain the web site of the Consortium
-
Assist
the national programs to develop project proposals on thematic
areas
-
Provide
backstopping to the participating organization's programs
in the region
-
Provide
flow-through funds to the national programs
|
| The
FU operates using the funds allocated by the Regional Steering
Committee on an yearly basis. In addition to the above listed
activities, FU is also in the process of developing a Project
and Research Information System Module for the Indo-Gangetic Plains.
